The purpose of this document is to make a small contribution to the evolving knowledge base regarding radio frequenices active within the San Fernando Valley (SFV) that can be monitored on consumer-grade scanner radio equipment. To that end, this document fills a niche for the general scanning public, but especially for 1), native, but beginning or entry-level radio fans, and 2), skilled, but newly or intinerantly located, radio fans. This document is associated with a web page with UASD files for the Uniden 396T and 996T [ uasd/ ] and a web page with WinXX files (requires Win96) for the Pro-96 [ pro/96/ ].
The scope of the listings in the document is the San Fernando Valley. Organizationally, the San Fernando Valley is located in the Northwestern portion of the City of Los Angeles. Geographically, the San Fernando Valley is bounded approximately by the Santa Monica Mountains to the South, the Verdugo Mountains to the East, the San Gabriel Mountains to the North, and the Santa Susanna Mountains to the West. Note that the City of Los Angeles is the only major metropolitan area in the world to be completely bisected by a mountain range (i.e., the Santa Monica Mountains).
Traditionally, most published radio frequency guides tend to be very broad geographically. This guide narrows the scope geographically, but attempts to be a bit deeper organizationally. In principle, both approaches should complement each other. Additionally, the relative ubiquity of the World Wide Web may reduce to some extent the need to publish large, comprehensive, paper-based radio frequency guides. In general, the individuals with the best information about local radio systems often tend be local as well.
That being said, other publications provide more comprehensive frequency converage than does this (geographically-constrained) guide. In addition to the Southern California edition of Police Call, both the Metroscan book from ArtSci [ http://www.artscipub.com/ ] and any book from Mobile Radio Resources (+1 408 269-5814) are of particularly high quality--both in terms of content and style. These are arguably the best resources to study to gain a better understanding of large systems; large government systems in particular. And finally, there is little value in publishing frequency listings that are published elsewhere adequately.
I am interested in feedback from individuals who have found this guide to be of some benefit in their personal or professional scanner radio activities. All listening guides should be considered, at best, works in progress. Additions, corrections, and suggestions are most appreciated. I am especially interested in hearing from young people for whom the listings in this guide filled in gaps in their knowledge or have nurtured a broader interest in radio systems.

Many of the frequencies listed in this guide originate from the official FCC records {FCC}. But as most scanner users know, some frequencies are licensed but not used and some frequencies are used but not licensed (both legally and otherwise). And for those who have dealt with FCC records, you know first hand that not all of the fields in the records contain accurate (or current) data. Even for small cities, timely FCC listings are but a preliminary starting point in the listening journey. For large metropolitan areas, empirical and active monitoring is the best method for producing a useful scanner frequency guide.
In the end, there is no way to reconcile whether a listing should be grouped by organizational affiliation or geographic location. In general, government and quasi-government organizations tend to grouped by organization and businesses tend to be group by local service area. In most cases, for example, community college campus security managed by the Sheriff's Dept., the listings are local but a reference to the local listing appears in the "County" section. In other cases, the opposite decision was made. Systems in the "Regional" and "Mutli-Community" sections are listed there more because of the geographic regions they serve and less because of where the operational headquarters is located.
A "blank" usually means "unknown", but alternate meanings vary for each different field. A "blank" in the "Organization" field might also mean "all services", if there is a single frequency listed. A "blank" in the "Input" field means that this system is most likely a simplex, or direct, system (i.e., not a duplex, or repeater, system). A "blank" in the "Callsign" field might also mean that this frequency is unlicensed (and probably, properly so). A "blank" in the Tone doesn't necessarily mean "none". A blank in the "Transmission Mode" means "clear voice, conventional, analog, narrowband, FM".
A "question mark" (i.e., "?") can be interpreted to mean "I have an idea about something there, but I'm not quite confident enough to ensure its accuracy". These are areas of on-going investigation.
An "(n/a)" means "not applicable" and usually refers to frequencies where a licensed callsign is not required or a digital system where PL cannot possibly be used.
A few frequencies for a particular organization, such as LAFD Helicopters (119.9750), are listed in more than one place in this guide. This is because the frequency usage may not always be organizationally or geographically intuitive.
This guide has been designed to be practical in both on-line (web) and off-line (printed) media. Additionally, I have strived to make this guide accessible to all scanner users, including the physically challenged. I tried not to duplicate material that is readily accessible elsewhere (especially via the Internet). However, in some cases, I feel that neither the print-based nor web-based listings are adequate. This is true, for example, for News Media frequencies. So these frequencies tend to "larger in scope" than "just the Valley".
Supplemental information about each listing is shown in parentheses ("()"). Location-related information, especially transmission locations, are shown in brackets ("[]"). Bilbiographic Notes and References, typically listings that originated with another individual or source, are so noted by the use of "curly braces" (i.e., "{}") where appropriate. Tips and Notes are so noted by the use of "double curly braces" (i.e., "{{}}").
The component parts of the "Transmission Mode" field may be somewhat unintuitive. Some "Transmission Mode" combinations are not possible in a theoretical sense and some combinations are not practical in an engineering sense. The default (i.e., a "blank") should be interpreted to mean "clear voice, conventional, analog, narrowband, FM"--this is by far the most common transmission mode for land mobile radio systems. Other values used within this field are "AM", "FM Narrow", "FM Wide", "Digital", "Trunked-EDACS", "Trunked-LTR", "Trunked-Motorola", "Analog Encryption" (older-style Motorola "Digital Voice Protection"), and "Digital Encryption". Although this guide assumes a baseline knowledge of trunking, all users who listen to trunking systems (especially Motorola systems, which are typically the most common) should be aware that 800 Mhz "rebanding" will alter the existing process that scanners use to "follow" transmissions. See, for example, a more detailed discussion at {WPAScanner}.
It is unclear to me how any radio listening guide can be comprehensive, much less exhaustive. Additional geographic and organization listings are available from other print-based and web-based resources. One web-based resource that might be useful is this author's preliminary attempt to structure the FCC Universal License System listings in a (bulk) format intended for use by radio scanner enthusiasts. This guide is located at [ http://www.n6lhv.net/uls/ ]. See especially the MS-Access file(s) available on that web page in the "Export" section.
Fixed Location Dimension. The best location that I've found to monitor SFV radio activity are the Mulhulland Scenic Outlooks located on Mulhulland Drive. A prime location is the Outlook at the intersection of Mulhulland and Encino Hills Drive. An alternate location is the Outlook located approximately 1.5 miles east of Coldwater Canyon (below the big transmitter tower--currently KYSR--but aka "KJOI"). This site is public, free, easily accessible, and provides good reception of systems located in the Valley while at the same time limiting transmissions originating from the rest of the City of Los Angeles. Alternately, Oat Mountain is now fully accessible due to the new Michael Antonivich regional park. But the coverage on top of Oat is really "too good" to be of much use in identifying SFV-only (or SFV-mostly) systems. Contractors Point and Loop Canyon (both approximately between Sylmar and Saugus) "suffer" from similar characteristics (and the drive is longer), although Loop Canyon (more commercial systems) has less intermodulation issues than Contractor's Point (more amateur systems).
Mobile Location Dimension. The most efficient method that I've found covering the Valley floor is the $3 all day pass that the MTA Bus System offers during the Summer. This is useful partly because 1), someone else is doing all of the driving and I can focus on scanning and 2), the "grid-like" layout of the Valley enables rapid geographic traversal with minimal interline transfers. For most of the "community-based" systems listed in this guide, I find the relative dispersion of public City parks to be sufficient for mobile listening. The overwhelming majority of the expediter ("drive-thru") systems in this guide can be heard from a public street at least a half a block away (in some cases, much further away).
Seasonal Dimension. Since the activity in and around Malls and related business clusters is greater during the Christmas season, I concentrate on updating the frequencies for those systems at that time. Similarly, I concentrate on updating the frequencies for Universal Studios during the (relatively busy) summer. Graduations are good times to update College and Universities frequencies.
Daily Dimension. I've found that for school-based systems, the afternoon time tends to be the most productive. For utility-based services, land mobile services, and some security services, sleuthing in the weekend and/or evening tends to be the most productive, partly because many "knowledge workers" have since ended their day (and therefore not contributing, even indirectly, to generating more radio traffic on the air that needs to be waded through).
Frequency Dimension. While general scanning is best done by listening to one or more "output" frequencies, sleuthing (at least on UHF) is often best done by searching through a range of "input" frequencies. Much more can be learned about the systems within a geographical context by searching 221-222 MHz, 456-460 MHz, 465-470 MHz, 473-476 MHz, 485-490 MHz, 509-512 MHz, 806-824 MHz, and 896-902 MHz than from any published frequency guide (including this one) or the FCC ULS records. Also, all of the itinerant/MURS frequencies (such as 151.625) and FRS frequencies are useful, but have to be methodically verified (largely because the FCC records are either non-existent or if they do exist, are occasionally incomplete or inaccurate).
Equipment Dimension. Most of the readers of this guide will most likely use a "consumer-grade" scanner available at HRO in Burbank or at Radio Shack. But for a signficantly improved scanning and searching experience, consider treating yourself to an AOR scanner [ http://www.aorusa.com/ ]. Some models are not necessarily feature complete (e.g., the AR-3000) and some models are overengineered (e.g., the AR-8200), but for raw radio frequency sensitivity and selectivity, AOR equipment is probably the finest listening equipment available to the (civilian) public.
"Google" Dimension. For SMR and similarly-managed systems, I usually have good success with a Google search using the address from one or more of the licensed control points as the search parameter. This provides more detail on exactly who is the "user" of the system, rather than just the "maintainer" of the system.
"Inter-agency and Inter-operability Systems" are systems that are, either informally or formally, used by more than one organization for interorganizational communication on a recurring basis.
